A Bright Future: The MTerra Solar Project Shines a Light on Sustainable Energy in the Philippines

Imagine standing on the edge of a vast landscape, stretching across 3,500 hectares, nearly the size of Pasig City. This isn’t a scene from a sci-fi movie; it's the future of renewable energy in the Philippines. On November 21, 2024, in Gapan and Peñaranda, Nueva Ecija, history was made as Terra Solar Philippines, Inc. (TSPI), alongside Meralco PowerGen Corporation (MGEN) and SP New Energy Corporation (SPNEC), broke ground for the MTerra Solar Project. This ambitious initiative will soon be recognized as the world’s largest integrated solar and battery storage facility.

President Ferdinand R. Marcos Jr. and Meralco Chairman and CEO Manny V. Pangilinan (MVP) led the groundbreaking ceremony. The President eloquently captured the mood, saying, "Today, we take a leap towards the future driven by innovation and sustained by our collective hope for a cleaner and greener Philippines." This project marks a transformative leap forward, positioning the Philippines as a leader in the global renewable energy arena.


The MTerra Solar Project is not just about size; it's about impact. With a staggering 3,500 megawatts peak (MWp) photovoltaic (PV) capacity and a 4,500 megawatt-hours (MWhr) Battery Energy Storage System (BESS), this project is set to revolutionize the energy landscape. Spanning five towns—Gapan, General Tinio, Peñaranda, San Leonardo in Nueva Ecija, and San Miguel in Bulacan—this US$4.0 billion endeavor is poised to supply clean energy to approximately 2.4 million households.

The environmental benefits are equally impressive. By avoiding an estimated 4.3 million tons of carbon emissions annually, the project equates to removing over 3 million gasoline-powered vehicles from the roads each year. This milestone aligns seamlessly with the government's goals of achieving a 35% renewable energy mix by 2030 and 50% by 2040, underscoring the urgency for stakeholders to accelerate efforts toward a greener energy future.



Behind the scenes, strategic partnerships are driving this massive undertaking. TSPI has teamed up with UK-based Actis, securing a 40% interest in the project valued at US$600 million. This represents the largest foreign direct investment for a greenfield infrastructure project in the Philippines. Additionally, China Energy Engineering Corporation (Energy China) has been awarded the Engineering, Procurement, and Construction (EPC) contract, ensuring that project milestones are effectively executed and delivered on time.

The economic ripple effects of the MTerra Solar Project are substantial. Beyond the environmental benefits, the project is expected to create more than 10,000 jobs during construction, spur economic growth, and foster community development. With estimated community benefits expected to reach around P23 billion over the next decade, the project promises to be a catalyst for local prosperity.



As the Philippines accelerates its transition toward renewable energy, the MTerra Solar Project stands as a beacon of progress, innovation, and sustainability. Its Solar PV-BESS hybrid infrastructure ensures stable and reliable power, potentially competing with traditional baseload power sources. Meralco, through its subsidiaries MGEN and MGreen, continues to lead in renewable energy innovation, exemplified by their commitment to sourcing 1,500 MW of power supply requirements from renewable energy.

This project is more than just numbers and infrastructure; it’s a testament to what can be achieved when public and private sectors unite with focus and urgency. As Mr. Pangilinan aptly put it, "We will build, we will take action, and we will never stop daring." The MTerra Solar Project is not only about keeping pace with the global energy transition but showing the world what Filipinos can achieve.
