Offshore 3D Seismic Surveys: Unearthing Hidden Treasures in the Palawan Basin

It was a sunny morning when I first heard the news: The Department of Energy (DOE) announced the completion of the offshore 3D seismic surveys conducted by Ratio Petroleum Ltd. (Ratio) in East Palawan Basin under Service Contract (SC) No. 76, and PNOC Exploration Corporation (PNOC-EC) in the Northwest Palawan Basin under SC 57. I couldn’t help but feel a rush of excitement. These surveys, conducted over the span of 94 days, hold the promise of transformative discoveries beneath the Philippine seabed. 



In the world of petroleum exploration, technology is the unsung hero. Ratio, an Israeli company, and PNOC-EC have engaged Shearwater GeoServices to deploy the seismic survey vessel SW Thuridur. This high-tech marvel collected 3D seismic data over SC blocks 76 and 57, respectively. The involvement of state-of-the-art technology and methodologies to capture high-resolution images of the subsurface geology is nothing short of awe-inspiring.

The surveys covered a vast area—1,619 square kilometers in SC 76 and 1,519 square kilometers in SC 57. These figures alone hint at the scale and ambition of this endeavor. The seismic data collected will facilitate a better understanding of the geological characteristics of the East Palawan and Northwest Palawan basins, aiding in the assessment of the basins’ oil and gas potential. Both work activities were conducted with the full support of the Provincial Government of Palawan and the national government agencies. These include the Department of Environment and Natural Resources (DENR), Maritime Industry Authority (MARINA), Department of National Defense (DND), National Security Council (NSC), Philippine Coast Guard (PCG), Bureau of Fisheries and Aquatic Resources (BFAR), Bureau of Customs (BOC), Philippine Ports Authority (PPA), Bureau of Immigration (BI), Bureau of Quarantine (BOQ), and Palawan Council for Sustainable Development (PCSD).

This level of collaboration is a testament to the collective commitment to boosting petroleum exploration, enhancing energy security, and unlocking untapped resources in these basins. It's a beautiful example of how different sectors can come together for a common goal. The support from these agencies ensures that the project aligns with national interests and environmental considerations.



The commitment of Ratio and PNOC-EC to these seismic surveys aligns with the administration’s efforts to boost petroleum exploration and drive oil and gas exploration and development in the country. Energy Secretary Raphael P.M. Lotilla emphasized, "The completion of these surveys marks a significant milestone in the nation’s petroleum exploration efforts, underscoring the DOE’s commitment to pursuing high-impact activities to support inclusive economic growth and societal advancement."

These efforts also highlight the government’s resolve to strengthen policies that support the proactive development of the country’s indigenous resources with the end goal of achieving energy security. This isn't just about finding oil and gas; it's about ensuring a stable and secure energy future for the Philippines. The economic implications are profound—new discoveries could lead to job creation, infrastructure development, and a boost in local economies.



As I reflect on these seismic surveys, I can’t help but feel hopeful for the future. Conducted from 18 March 2024 to 20 June 2024, these surveys utilized cutting-edge technology to unveil the mysteries of the deep sea. The data collected will undoubtedly play a crucial role in the next steps of exploration and development.

The story doesn't end here. The completion of these surveys is just the beginning. The next phase will involve analyzing the data, assessing the potential for oil and gas, and planning further exploration activities.
