The Department of Transportation (DOTr) and the Manila International Airport Authority (MIAA) recently announced a historic decision that will reshape the trajectory of the nation's largest and busiest airport. SMC-SAP & Company Consortium, a powerful blend of conglomerates, has been declared the triumphant bidder for the Ninoy Aquino International Airport (NAIA) Public-Private Partnership (PPP) Project.
The SMC-SAP & Company Consortium outshone their competitors, offering an impressive bid that promises to share 82.16 percent of future gross revenues with the government, excluding Passenger Service Charges. This ambitious proposal was adjudged the highest among three compelling bids submitted by esteemed contenders.
The winning consortium is a formidable alliance of industry giants, including San Miguel Holdings Corp, RMM Asian Logistics Inc., RLW Aviation Development Inc., and Incheon International Airport Corp (IIAC). Each member brings a wealth of experience and expertise, promising a robust collaboration that will take NAIA to new heights.
The DOTr's Pre-Qualification Bids and Awards Committee (PBAC) meticulously reviewed the financial proposals submitted by the three bidders. The Committee's objective was to ensure compliance with the stringent requirements specified in the Instruction to Bidders (ITB), leaving no stone unturned in their pursuit of transparency and fairness.
The Notice of Award was issued to the SMC-SAP & Company Consortium on February 16, 2024, marking a significant milestone in the NAIA PPP project. This initial step is expected to trigger a swift progression of post-award requirements, culminating in the signing of the Concession Agreement by March 2024.
With a total project cost of PhP170.6 billion, the NAIA PPP project is an ambitious undertaking. The project will encompass all facilities of the airport, including its runways, four terminals, and associated facilities, signaling a comprehensive revamp that aims to redefine passenger experience and service quality.
