Charting New Waters: The Pioneering Expansion of Victoria International Container Terminal

The recent expansion of the Victoria International Container Terminal (VICT) was marked by a notable event graced by the presence of President Ferdinand R. Marcos Jr. and other dignitaries. The unveiling of the Phase 3 expansion marker served as a testament to the commitment and vision of VICT and its parent company, International Container Terminal Services Inc. (ICTSI). This momentous event symbolizes not only a leap forward for VICT but also a monumental stride for the Port of Melbourne.

VICT, nestled in the bustling Port of Melbourne, has earned its reputation as the only fully automated container terminal in the Southern hemisphere. The recent completion of Phase 3A of its expansion project is a testament to its relentless pursuit of innovation and efficiency, redefining the landscape of the Port of Melbourne.

ICTSI Chairman and President Enrique K. Razon Jr. believes that this expansion will set new standards for operational efficiency and capacity. As the first terminal in Melbourne capable of receiving supersized neo-Panamax giants, VICT is now primed to offer faster turnaround times and improved efficiency, giving Australian businesses a competitive edge.

During the unveiling ceremony, President Ferdinand R. Marcos Jr. lauded VICT's achievements. He expressed delight at the growth and success of VICT since its inception in 2017, adding that the expansion is a clear indicator of the global competitiveness of Filipino companies.

The AUD235 million project, carried out in two phases, is set to increase the terminal’s capacity by 30 percent to 1.25 million twenty-foot equivalent units (TEU). Phase 3A, completed in December 2023, extends the quay by 71 meters, enhancing VICT's quayside operations by allowing two 366-meter vessels to berth side by side.

On the landside, VICT's expansion includes three new storage blocks and 15 new truck lanes. This enhancement will increase the terminal's booking system time slot offerings to the market by up to 30 percent per hour starting in January 2024.

Two automated ship-to-shore (STS) cranes, six auto container carriers (ACC), and six auto stacking cranes (ASC) were acquired as part of Phase 3A. These additions significantly bolster VICT's quayside operations, with the ASCs operational since December 2023.

The STS cranes, with a reach of 22 containers across and currently the largest port equipment in Australia, arrived in the third quarter and are now operational.

Scheduled for completion in 2026, Phase 3B will include the acquisition of another automated STS crane, three ACCs, four ASCs, and construction of two additional storage blocks.

VICT's investments in infrastructure, equipment, and workforce upskilling are strategically designed to support anticipated growth. This proactive approach will ensure optimal management of expanded operations. VICT’s expansion allows it to simultaneously handle two 366-meter vessels, further solidifying its position in the industry.

The expansion of VICT is a testament to the relentless pursuit of excellence and innovation. As VICT continues to chart new waters, it sets the standard for future developments in the maritime industry.
